Analysis of the providing network of the province of Brescia, definition of the reorganization actions and clinical-management sizing of the new P.O. Spedali Civili of Brescia
Technical support for ASST Spedali Civili di Brescia for the definition of the clinical-managerial sizing of the new Hospital, within the framework of the redevelopment project of the P.O. Spedali Civili di Brescia. The activity included the analysis of the provincial service network, the development of restructuring actions and the design of an innovative organizational model based on functional "poles", in order to optimize efficiency, safety and response to the health needs of the user base.

Milestones
1. Analysis of the provincial provision network: study of the sociodemographic and epidemiological context, mapping of the existing healthcare offer (equipment, activity volumes, performance) and identification of critical issues (over/under-dimensioning, inefficiencies), analysis of active/passive healthcare mobility and prospective simulation of needs.
2. Definition of the actions for reorganizing the ASST network: reorganization of acute care beds in company facilities, aligning standards with regional benchmarks and calculating the necessary territorial beds to optimize the network.
3. Clinical - managerial sizing of the new Hospital: design of a functional pole model to optimize resources and pathways, sizing of equipment, production volumes, and surfaces for each function, development of the matrix of inter-functional relationships to reduce clinical risks and improve efficiency.
5. Spatial configuration and cost estimation: analysis of the status quo of the buildings (structural, seismic, historical constraints), elaboration of the functional program (net surfaces for areas and rooms to be provided), cost estimation in three different intervention scenarios (new construction, redevelopment, and minimal interventions).
Conclusions
Report that summarizes the analyses conducted, highlighting the potential for productivity development in line with the evolution of demand from the hospital's user base. The report has provided all the necessary elements to evaluate different intervention options, analyzing their pros, cons, and relative feasibility. The results constitute a true Guideline Document for Design, which includes the organizational model, the functional program with detailed areas, the matrix of relationships between areas, and the cost estimate, serving as a comprehensive technical tool to be used as a foundation for the subsequent design phases of the intervention.
